Envoyé à Tokyo, il y rencontre une employée du gouvernement américain, Eva Davidson, dont il ne tarde pas à découvrir ses liens avec l'attentat et la mafia japonaise. Confondue, Eva accepte de collaborer avec lui. Les deux se font passer comme mari et femme pour mieux infiltrer les gangs japonais...
